A botched sting operation has led to a restructuring of the Wilmington Police Department.
Undercover narcotics officers were involved in an effort last year to shut down escort services participating in prostitution.
Officials say during the sting--equipment was lost and rules were broken.
The police chief called it an embarrassment.
Some of the officers have been disciplined.
Now--narcotics officers will have new supervision.
And the department will review how it recruits and trains personnel for more sensitive operations.
